of the community. We provide educational programs
and various Health and Well Being Assessment
Clinics to further accomplish this goal. A Licensed
Public Health Nurse is available to answer questions
and provide valuable information during private
consultation over the phone, at our facility,
or at your home (in special cases). |

Rabies Clinic
The North Arlington Board of Health will sponsor a free Rabies Clinic at the firehouse on Legion Place on Tuesday, May 13, from 6:30 to 8:00 pm.
North Arlington residents are urged to make sure that all cats and dogs are vaccinated against rabies. Unvaccinated domestic animals can contact rabies from wild animals and transmit infection to humans. More Info |

Vaccination Program |
| Conducted
in the fall to provide for the flu season
and is administered by Licensed Public
Health Nurses. Target population is seniors
50 years and older and those at high risk.
For those that are home-bound, a Public
Health Nurse will administer the vaccine
at the individual's home with a prescription
from their primary physician. By appointment.
Please note that for those not covered
by Medicare, a nominal fee will be charged
for the flu vaccine. |

| A
free clinic where families bring infants
and pre school children for well baby
care and required immunizations. Growth
development and nutritional assessments
are done with counseling by Public Health
Nurses and referrals are given as needed.
Mothers of newborns are seen for a pre-clinic
interview and given appropriate information
and opportunity for questions regarding
vaccines and any related concerns. Dr.
Miguela Paragas is the attending pediatrician.
Required vaccinations for school-age children,
11 years and older, are administered by
our staff of Public Health Nurses when
needed. |

| Public
Health Nurses draw capillary blood sample
to detect abnormal lead levels and anemia.
New Jersey State law requires all children
to have a blood lead test at or around
1 year and again at 2 years. Children
between the ages of 3-6 years, who have
never been tested, should be tested. In
addition, high-risk children need more
frequent testing. |

with a Public Health Nurse. Health risk
assessment questionnaire is completed
with a client. Counseling is aimed at
risk reduction through life style modification
when possible. Assessment raises client's
awareness of relationship of life style
to state of health. Issues discussed in
counseling include, but not limited to;
nutrition, exercise, weight reduction,
medication, substance abuse, safety, stress
management and medical supervision. Appropriate
referrals are made when necessary. Service
is available on the 2nd and 4th Tuesday
of each month from 1:00 pm to 2:45 pm,
on a walk-in basis. |

| Public
Health Nursing home visits are conducted
for well being assessment and referral.
The department receives referrals from
Police, Fire, EMS, or a concerned family
member or neighbor. Establishing partnerships
with Community institutions and organizations
in working together to serve residents
has added to the effectiveness of the
service. |
Health
Fairs |
|
During
the year, we offer a FREE Children's
Health Fair open to the children
of North Arlington (don't forget to
bring Mom and Dad along!), offering
fun and informative activities and displays
about health, the human body, and proper
nutrition.
We
also host an annual Women's Health
Fair offering: breast screenings
performed by a local physician. Instruction
on self-breast examinations by Public
Health Nurses. Appointments for low
cost monograms for those who qualify,
and a PAP smear test for a nominal fee.
In addition, anemia, hemocult and blood
pressure screenings are performed, along
with counseling on women's health issues.
Educational materials provided. Please
note that space is limited to 10 women
on an APPOINTMENT ONLY basis due to
space availability and the doctor's
time necessary for each exam.
At
the annual Men's Health Fair
for men 50 years of age and over we
offer: PSA blood screening test performed
by a local hospital's lab, hemocult
test, and examination performed by a
local doctor. Counseling and follow-up
provided by Public Health Nurses. Educational
material provided. A nominal lab fee
applies.
Our
Community Health Fair is done
with the cooperation of West Hudson
Hospital, and is open to all residents
of North Arlington regardless of age
or gender. At the Health Fair we have:
FREE health screenings, such as; Podiatry,
Cholesterol, Diabetes, Pulmonary Function,
Body Composition Analysis, and general
health education. Health professionals
from various disciplines are represented
at The Fair. Many visual displays and
educational resources are available.

| Measures
breakdown of cholesterol. Includes HDL,

Heart Disease. Held bi-annually. |
Multiphasic
Health Screening
| Annual
blood screening includes cholesterol break-down,
coronary risk factor, CBC, and chemistry
and Thyroid screening. Goal is to provide
a low cost blood screening to the community.
Provides opportunity for health counseling
and referrals for primary health care. |

Marriages/Civil Unions
|
In order to apply for a marriage license, the following are required: One of the partners must be a resident of North Arlington.
Must show proof of being a North Arlington resident, i.e. Driver's License, a current (dated) bill (showing name and North Arlington address), or a notarized letter from the landlord.
If both are from out of state, the couple must apply in the municipality where the ceremony is to take place. The licenses will be valid ONLY in that municipality.
Both must be at least 18 years of age and must present either a Birth Certificate or Passport. If either party is under 18, both parents must sign consent form.
One (1) witness must be with you. Witness must:
Be at least 18 years of age.
Know both the partners (may be a family member).
Be able to speak and understand English.
Must be able to provide name, address, and phone number of the Celebrant (Priest, Mayor, Judge, etc.) who will perform the ceremony and the date of when the ceremony is scheduled to take place.
If divorced, must bring "Final Divorce Decree" papers showing the Docket number and Judge's signature.
If in a previous Domestic Partnership with another person, must bring termination papers.
If in a previous Civil Union with another person, must bring dissolution papers.
If partner is deceased, must bring certified copy of death certificate.
Provide Social Security Number.
Application fee is $28.00 cash and is payable at time of application After applying, there is a 72-hour waiting period before the license can be issued to the couple. (Example: application is done on Monday at 11 am - licensed cannot be picked up until Thursday at 11 am). As soon as the license is picked up, it is given a 30-day expiration date. (Example: license is picked up on 8/22 - license will expire on 9/21). In the event that the ceremony has to be rescheduled, the same license may be used providing the revised date occurs before the expiration date. If not, the license must be voided and the process of applying for a marriage license repeated.
In the case of a couple already legally married to or in a civil union with each other and wishing to remarry or reaffirm their civil union (example: they were originally joined in a civil ceremony and later wish to have a religious ceremony), the process is basically the same except:
The couple must present proof of the original marriage/civil union in the form of a certified copy.
There is no 72-hour waiting period.

DOMESTIC PARTNERSHIPS
Couples wishing to register in a Domestic Partnership can be of the same or different sex, but must be 62 years of age or over. They must meet the following requirements:
Share a common residence in NJ or any other jurisdiction provided that at least one of the applicants is a member of a NJ State-administered retirement system.
Both persons are jointly responsible for each other’s common welfare as evidenced by joint financial arrangements or joint ownership of real or personal property;
Both persons agree to be jointly responsible for each other’s basic living expenses during the domestic partnership.
Neither applicant is in a marriage or civil union recognized by NJ law or a member of another domestic partnership.
Neither person is related to the other by blood or affinity up to and including the fourth degree of consanguinity.
Both persons have chosen to share each other’s lives in a committed relationship of mutual caring.
Neither applicant has terminated another domestic partnership within the last 180 days. (This prohibition shall not apply when the previous partnership ended due to the death of the other partner.)

| According
to State law and Borough Ordinance, all
dogs and cats must be licensed and vaccinated
against Rabies. Pet owners are required
to renew their pet's license during the
month of January each year. Proof of a
valid rabies vaccination must be presented
at the time of licensing; State law prohibits
the issuance of a license if the rabies
immunization expires before November 1
of the current year. (Example: a 2005
license cannot be issued if the rabies
expires before November 1, 2005) The fees

Licensing is not only an important tool
in protection against rabies, but is
also helpful in identifying lost animals.
The North Arlington Health Department
maintains a computerized record of all
pets licensed with the Borough. Some
of the information includes the owner's
name and address, a description of the
pet, its name, age, and expiration date
of its rabies vaccination. A list of
these records is sent to Police Headquarters
to assist with lost or found pets. |

The
North Arlington Board of Health would
like to remind residents that Rabies
is still a potential threat to public
health. In order to help safeguard pets
and their owners against rabies, the
Health Department offers a free Rabies
Clinic each year, usually held the second
week in May. Licenses may also be obtained
at this Clinic.
Rabies,
a viral disease affecting warm-blooded
animals, is transmittable to humans.
Most commonly the virus is spread when
an infected animal bites either another
animal or human, causing a break in
the skin and contamination with the
infectious saliva. Instances of non-bite
exposure resulting in Rabies can occur
when an existing wound or a mucous membrane
is contaminated with infected saliva.
While
there are a variety of animals that
can transmit the Rabies virus, the most
hazardous to man are: the raccoon, woodchuck,
fox, skunk, dogs and cats. Animals that
are not at high risk for Rabies are:
hamsters, squirrels, guinea pigs, chipmunks,
rats, mice and gerbils. Stray cats are
particularly vulnerable to contracting
the Rabies virus through contact with
wildlife. Any sighting of stray animals
should be reported to the local health
or police department in order for an
animal control officer to investigate.
In addition, the public should refrain
from feeding or handling stray animals.
Symptoms of possible rabies infection
in an animal would be: aggressive or
unusual behavior, foaming at the mouth,
lack of coordination, lethargy or seizures.
Pet
owners are advised to notify the local
health department or police if their
dog or cat has been bitten or attacked
by another animal. Persons who have
been bitten should notify the local
health department or police of the incident
as soon as possible.
Preventative
steps to protect your pet from Rabies
include timely vaccination, licensing,
and keeping the pet leashed or from
running loose. |
